predictable manner consistent with government policy and sensitive to stakeholder

interests.

The Economic Regulation functions of the Authority under Electricity sector are:

• Develop and implement Retail Electricity Tariffs Review Policy Framework.
• Set, Review and Approve Retail Electricity Tariffs.
• Set, Review and Publish Monthly Electricity pass-through costs
• Develop and implement Bulk Electricity Tariffs Regulatory Policy Framework.
• Set, Review and Approve Bulk Electricity Tariffs (Power Purchase Agreements -PPAs).
• Set, Review and Approve Network Service Contracts (Transmission and

Distribution Service Network Contracts)

• Energy Policy Implementation
• Information generation and dissemination
• Organize Stakeholder Conferences, seminars and workshops
• Financial performance analysis of electricity sector utilities
